2 carrots, diced
3 cloves garlic, minced
2 Tbsp tomato paste
¼ cup all-purpose flour
½ cup dry white wine
4 cups seafood stock (or fish stock)
1 cup heavy cream
1 bay leaf
1 tsp paprika
Pinch of cayenne pepper (optional)
Salt and pepper, to taste

Instructions
Sauté the Aromatics - Melt the butter in a large pot over medium heat. Add onion, celery, and carrots. Cook 5–6 minutes, stirring occasionally, until veggies soften. Add garlic, then cook another minute.
